This document is a suggestion of actions to be taken by the Minister of Information and Communications Technology towards market liberalization. Different relevant models are presented and discussed as a way to define the best choices to a country with low GDP per capita and alarming insufficient telecommunication penetration.
The intention of the document is to present a strategy regarding communication as a whole, comprehending the way that television, radio, telephones, data and any kind of media are addressed in the country. The objectives of the strategy are socio-economical development and the institution of an environment capable of assimilating future hazards.
It starts justifying and defining a liberalization process. On considering the peculiar characteristics of the country and the experiences of other nations, it appoints the most appropriate technologies and standards to be adopted.
Recognizing that the proposed goals demand extensive measures and changes, it demands the institution of a Regulatory Body, describing its structure and role.
Finally, the last trends on the future of communication services are considered in a discussion that explains the standards and models suggested for Grand Ritania.
